Security Council Announces Measures against Taliban
For Failure to Hand over Usama Bin Laden

 

NEW YORK, 15 November (UN Headquarters) -- The following is the text of an oral statement to the press by Ambassador Danilo Türk (Slovenia) on behalf of the Members of the Security Council:

 On 15 October, the Security Council at its 4051st meeting adopted resolution 1267 (1999) by which it demanded that the Taliban turn over Usama bin Laden without further delay to appropriate authorities in a country where he has been indicted, or to appropriate authorities in a country where he will be returned to such a country, or to appropriate authorities in a country where he will be arrested and effectively brought to justice.

 The Council further decided that on 14 November all States shall impose the measures set out in paragraph 4 of the resolution, unless the Council has previously decided, on the basis of the report of the Secretary-General, that the Taliban has fully complied with the aforementioned obligation.

 Since the Taliban has not complied with this obligation, the measures contained in paragraph 4 of the resolution have entered into effect.
