FIFTH COMMITTEE RECOMMENDS APPOINTMENTS TO ACABQ, NEW YORK, 2 November (UN Headquarters) -- Devoting this morning to filling vacancies in subsidiary and other organs, the Fifth Committee (Administrative and Budgetary) made recommendations to the General Assembly on the appointments of candidates to the Advisory Committee on Administrative and Budgetary Questions (ACABQ), the Committee on Contributions, the Board of Auditors, the Investments Committee, and the International Civil Service Commission (ICSC). For the ACABQ, the Committee recommended, by acclamation, the appointment of Rajat Saha (India), Sun Minqin (China) and Juichi Takahara (Japan) from the Group of Asian States; Nazareth A. Incera (Costa Rica) from the Group of Latin American and Caribbean States; and Michiel W.H. Chrom (Netherlands) and Nicholas Alan Thorne (United Kingdom) from the Group of Western European and Other States. Turning to the Committee on Contributions, the Committee recommended, also by acclamation, the appointment for a three-year term of office, beginning on 1 January 2002, of Omar Kadiri (Morocco) and Hassan Mohammed Hassan (Nigeria) from the Group of African States; Bernardo Greiver (Uruguay) and Eduardo Iglesias (Argentina) from the Group of Latin American and Caribbean States; and Henry Siegfried Fox (Australia) and Eduardo Manuel da Fonseca Fernandes Ramos (Portugal) from the Group of Western European and Other States. The reappointment of the Chairman of the Commission of Audit of the Philippines to the Board of Auditors was also recommended by acclamation for a six-year term, beginning on 1 July 2002. The Committee then recommended for a three-year term beginning on 1 January 2002 Emmanuel N. Omaboe of Ghana (African States); and Yves Oltramare of Switzerland and Jurgen Reimnitz of Germany (Western European and Other States) to the Investments Committee. That decision was taken by acclamation. Making its recommendations on the appointments to the ICSC, the Committee recommended appointment of Minoru Endo (Japan) for the Group of Asian States; Joao Augusto de Medicis (Brazil) for the Group of Latin American and the Caribbean States; and Mario Bettati (France), Alexis Stephanou (Greece) and Lucretia Myers (United States) for the Group of Western European and Other States. Since the number of candidates corresponded to the number of vacancies, the candidates were elected by acclamation. At 10 a.m. Monday, 5 November, the Fifth Committee will take up the reports of the Secretary-General on the activities of the Office of Internal Oversight Service and continue its consideration of several aspects of human resources management. Appointments to Subsidiary Organs Advisory Committee on Administrative and Budgetary Questions Since the terms of office of Nazareth A. Incera (Costa Rica), Ahmad Khamal (Pakistan), Rajat Saha (India), Juichi Takahara (Japan), Nicholas A. Thorne (United Kingdom) and Giovanni Luigi Valenza (Italy) will expire on 31 December 2001, the Fifth Committee was asked to recommend six people to the General Assembly to fill the resulting vacancies and serve for a period of three years, beginning on 1 January 2002. The Secretary-General informed the Assembly of the nomination of seven persons by their respective governments. The Government of Indonesia, however, withdrew its candidate. Six people were nominated by their respective governments to fill those vacancies --- Michiel W.H. Crom (Netherlands), Nazareth A. Incera (Costa Rica), Rajat Saha (India), Sun Minqin (China), Juichi Takahara (Japan) and Nicholas A. Thorne (United Kingdom). Since the number of candidates from the three regional groups, namely, the Asian Group, the Latin American and Caribbean Group, and the Group of Western European and Other States corresponded to the number of vacancies reserved for those Groups, those persons were recommended for appointment or reappointment by acclamation. Committee on Contributions Since the terms of office of Pieter Johannes Bierma (Netherlands), Paul Ekorong A. Ndong (Cameroon), Henry S. Fox (Australia), Bernardo Greiver (Uruguay), Henry Hanson-Hall (Ghana) and Eduardo Iglesias (Argentina) are to expire on 31 December 2001, it was necessary for the Assembly to appoint six people to fill the resulting vacancies to serve a three-year term beginning on 1 January 2002. There were six people nominated by their respective governments for appointment or reappointment to the Committee –- Henry Siegfried Fox (Australia), Bernardo Greiver (Uruguay), Hassan Mohammed Hassan (Nigeria), Eduardo Iglesias (Argentina), Omar Kadiri (Morocco) and Eduardo Manuel da Fonseca Fernandes Ramos (Portugal). Those candidates were recommended for appointment by acclamation. Board of Auditors Since the term of office of a Member State whose Auditor General (or an officer an equivalent title) of the United Nations Board of Auditors will expire on 1 July 2002, the General Assembly was required to fill the resulting vacancy, beginning on 2 July 2002. The Assembly was informed that the Government of the Philippines had nominated the Chairman of the Commission of Audit of the Philippines for reappointment to the United Nations Board of Auditors to fill the vacant seat. The Committee then recommended, by acclamation, the reappointment of the Chairman of the Commission of Audit of the Philippines. Investments Committee Since the terms of office of Emmanuel N. Omaboe (Ghana), Yves Oltramare (Switzerland) and Jurgen Reimnitz (Germany) will expire on 31 December 2001, it was necessary for the General Assembly to elect three persons to fill vacancies for a three-year term beginning on 1 January 2002. The Committee recommended by acclamation that the Assembly endorse the appointment of Yves Oltramare (Switzerland), Emmanuel N. Omaboe (Ghana) and Jurgen Reimnitz (Germany). International Civil Service Commission As the terms of office of Mario Bettati (France), Joao Augusto de Medicis (Brazil), Lucretia F. Myers (United States), Alexis Stephanou (Greece) and Ku Tashiro (Japan) will expire on 31 December 2001, it was necessary for the Assembly to appoint five people to serve four-year terms beginning 1 January 2002. Since the number of candidates corresponded to the number of vacancies, the Committee then elected, by acclamation, the reappointment of Joao Augusto de Medicis (Brazil), Mario Bettati (France), Lucretia F. Myers (United States), Alexis Stephanou (Greece). Minuro Endo (Japan) was also recommended for appointment to the Commission. The meeting began at 10:05 a.m. and adjourned at 10:25 a.m. * *** * |
