SECRETARY-GENERAL APPOINTS MILES STOBY ASSISTANT SECRETARY-GENERAL FOR GENERAL ASSEMBLY AFFAIRS, CONFERENCE SERVICES NEW YORK, 24 July (UN Headquarters) -- Secretary-General Kofi Annan has today appointed Miles Stoby as Assistant Secretary-General for General Assembly Affairs and Conference Services, with effect 1 August. Mr. Stoby, a national of Guyana, had served since 1999 as Coordinator for the Millennium Assembly. In that capacity, he coordinated preparations for the Millennium Summit of the United Nations. Previously, he had been Executive Director of the United Nations International Partnership Trust Fund in 1998, and Deputy Executive Coordinator for United Nations Reform in 1997. From 1992 to 1996, Mr. Stoby served as Director of the Division for Policy Coordination and Economic and Social Council Affairs in the Department for Policy Coordination and Sustainable Development. He was concomitantly appointed Coordinator of the Global Conference on Sustainable Development of Small Island Developing States, held in Barbados in 1994. From 1988 to 1992, Mr. Stoby was Director of the Division of Economic and Social Council Affairs and Secretariat Services, and Secretary of the Economic and Social Council. He was also the Secretary of the United Nations Conference on Environment and Development, held in Rio de Janeiro, Brazil, in 1992. From 1987 to 1988, Mr. Stoby was Director-in-Charge of the Management Advisory Service and Central Evaluation Unit, Department of Administration and Management. From 1984 to 1987, he was Director of the Division for Economic and Social Information, Department of Public Information. On secondment from his Government, Mr. Stoby first served in the Secretariat from 1971 to 1973 as Special Assistant to the Assistant Secretary-General for Inter-Agency Affairs. He rejoined the Secretariat in 1978 as Principal Officer in the Office of the Director-General for Development and International Economic Cooperation, where he remained until 1982. Mr. Stoby served in the Guyanese diplomatic service from 1966 until 1978. His diplomatic postings included Washington, D.C., New York, where he was Deputy Permanent Representative to the United Nations from 1974 to 1976, and Brasilia, where he was Chargé d’affaires from 1976 to 1977. He represented Guyana in various intergovernmental forums, including the General Assembly, the Security Council (as Deputy Representative), and the Governing Council of the United Nations Development Programme (UNDP). In 1975, he was elected Chairman of the Committee for Programme and Coordination (CPC). Mr. Stoby resigned from his diplomatic service at the permanent secretary (ambassadorial) level. Born on 26 April 1943 in Georgetown, Guyana, Mr. Stoby received his B.A. and M.A. degrees in economics and political science from Cambridge University.
