This year's Report has a thematic focus on the topic of 'women and drugs', focusing on the disadvantage of women with regards to drug treatment and the increasing number of women being arrested for drug-related crimes. It further addresses a number of regional developments in drug control, among them the problematic security situation in Afghanistan. In addition, the report features a set of recommendations for Governments, in particular with regard to drug-related offences and alternatives to imprisonment for minor crimes.
