VIENNA, 29 April (UN Information Service) – The United Nations Office for Outer Space Affairs (UNOOSA) and Singapore’s national space office, the Office for Space Technology & Industry of Singapore (OSTIn), have agreed to collaborate under the "Space Law for New Space Actors" project. The collaboration will assist the Government of Singapore to foster the development of its space sector in line with international standards and reflects the increasing strategic importance of space activities for innovation, economic growth and sustainability.
The cooperation will result in the delivery of a Space Law Technical Advisory Mission (TAM) to Singapore in October 2025. The mission will assess Singapore’s needs in the area of international space law, taking into account specific judicial, administrative and technical requirements. In-person training led by UNOOSA, with the support of external experts, will enable participants to understand the importance of international space law, explore key elements of national space legislation, foster cross-governmental and multi-stakeholder discussions, and utilize peer-to-peer networking opportunities.
The “Space Law for New Space Actors” project is unique in offering UN Member States tailor-made capacity-building to draft, revise, and implement national space legislation and/or national space policies in line with international space law to achieve the long-term sustainability and safe exploration of outer space. It also raises awareness of and promotes adherence to the existing normative framework governing outer space activities, in particular, the five international space law treaties developed and concluded by the United Nations Committee on the Peaceful Uses of Outer Space (COPUOS).
UNOOSA Director Aarti Holla-Maini said: “With so many actors conducting or planning space missions all over the world, the importance of a legal and regulatory framework for space activities cannot be overstated. We are pleased to support Singapore in developing a robust and comprehensive framework that will provide greater clarity for industry, serving as an important enabler of Singapore’s ambitions in space.”
UNOOSA has a mandate to assist UN Member States in developing national space legislation and policies in line with international space law. Singapore - a COPUOS member since 2019 – is very active in fostering emerging space actors.
Executive Director of OSTIn Jonathan Hung said: “With the growth in Singapore’s space sector, establishing a comprehensive policy and legal framework for space activities would support Singapore’s global standing as a responsible spacefaring nation, as well as foster a facilitative and conducive environment for businesses. Singapore is excited to work with UNOOSA and contribute to the peaceful, responsible and sustainable use of outer space by all.”
